The choice of the provider will be selected by the parent/guardian of the child therefore the council is utilising an innovative Procured Service Arrangement (PSA) under the Light Touch Rules contained in Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015. Providers of ELC are invited to join the PSA by submitting a tender to the Council. They will be appointed to the PSA if they can successfully demonstrate that they meet the National Standard, the Law, applicable guidance, and the Council’s procedural requirements and accept the Rates which have been set by the Council in relation to the delivery of funded hours. The PSA will allow providers to be added over its 10 year term.

The Council has an on-going requirement to procure Adult Supported Living Services. The Services will support vulnerable adults to live in their own homes and to play an active part in their communities as much as they are able. The Self-Directed Support (SDS) regulations offer Supported Persons a choice of provider to an extent not available through a Framework or a Dynamic Purchasing System (DPS) therefore the Council is utilising an innovative Procured Service Arrangement (PSA) under the Light Touch Rules contained in Regulations 74 – 76 of the Public Contract (Scotland) Regulations 2015. The PSA will allow providers to be added over its 15 year term, this will facilitate Supported Person's choice.

South Lanarkshire Council has an ongoing and recurring requirement for the supply and application of highway surfacing and road marking services, including but not limited to anti‑skid surfacing, thermoplastic line markings, road studs and cats eyes, across the Council’s road network. The Council is publishing this Prior Information Notice to engage with the market and provide early visibility of potential future procurement activity. The PIN is intended to inform suppliers of the nature and scope of the forthcoming requirement. The Council anticipates that services will be delivered in accordance with relevant industry standards, health and safety legislation, and traffic management requirements, with a focus on quality, durability and minimising disruption to road users.

Provision of Adult Carers and Young Carers Support Services. The Council are looking to procure Services that will continue to support and work with Adult Carers and Young Carers residing in South Lanarkshire to offer holistic, personalised support through an outcomes approach by offering a range of direct and indirect support. The Service will deliver a full spectrum of preventative approaches and supports to enable Adult Carers and Young Carers to achieve their outcomes and ensure their rights are met. This is an Open Tender including 2 Lots, with one supplier being awarded per Lot. There is a maximum budget for Lot 2 (for both Lots), further details can be found within the Service Specification (Appendix 4) and Pricing Schedule (Appendix 5). For clarity, the definition of Adult Carers and Young Carers is as per the Carers Act Scotland 2016. “adult carer” means a carer who is at least 18 years old but is not a young carer. “young carer” means a carer who; (a) under 18 years old, or (b) has attained the age of 18 years while a pupil at school, and has since attaining that age remained a pupil at that or another school.

The Council is seeking to appoint service providers to the Employability Procured Service Arrangement (PSA). This is a bespoke arrangement/flexible framework which has been developed primarily for Employability Services but can be accessed by all services within the Council. The PSA will be procured using the “light touch” procedure set out in Regulations 74 -76 of the Public Contracts (Scotland) Regulations 2015 (“the 2015 Regulations”). This allows the Council to carry out a selection process which adopts the principles of equal treatment, non-discrimination and transparency and complies with procurement best practice without requiring the use of the traditional open or restricted procedure set out in the 2015 Regulations. The PSA has a broad scope of service delivery with the opportunity for many providers to be appointed. There is no limit on the number of providers who can be appointed to any of the lots under the PSA. The PSA remains open for its lifetime which allows for new providers to be added over its term, at regular intervals which will be advised by the Council. Applicants to the PSA will be evaluated in ‘Phases’, based on the closing date for each Phase. Following the closing of each Phase, the PSA will re-open for new applications for the next Phase.

South Lanarkshire Council invites offers from suitably qualified providers for the provision of recovery services to the Council for its fleet of vehicles and plant. The Councils fleet includes both light vehicles up to 3.5 tonnes and heavy vehicles in excess of 3.5 tonnes, and is managed by Roads, Transportation and Fleet Services. The contract will cover the provision of recovery services to a wide range of vehicles and mobile plant items, mainly within but, where necessary, out with the boundaries of South Lanarkshire. Work to be carried out under warranty or specialist repairs will not be included in this tender. All services delivered shall be carried out to a standard recognised as acceptable to the industry trade bodies and in full compliance with any relevant legislation and/or code of practice associated with vehicle repair, recovery or uplift.
