Renewal tender for Estates Professional Services Framework Agreement.

The Authority intends to procure a modern Corporate Technology Platform (Ecosystem) to replace fragmented and ageing legacy corporate systems and provide an integrated digital platform supporting key enabling services across Police Scotland. The requirement is for an integrated Enterprise Resource Planning (ERP) and Human Capital Management (HCM) Ecosystem, together with the associated hosting, integration, implementation, data migration, training, transition, support and professional services required to deliver and sustain the solution. The Contract is expected to be for a period of seven (7) years with options, exercisable solely at the Authority's discretion, to extend by up to three (3) further periods of twelve (12) months each, giving a maximum potential duration of ten (10) years.

The Authority is seeking to appoint an Architect-led multidisciplinary design team to undertake feasibility, option appraisal and concept design services up to and including RIBA 2+. The commission will be used to develop and test design solutions that address the identified building deficiencies, support operational requirements and inform potential future investment decisions. The appointed consultant team shall consider the full project brief and provide recommendations, supported by appropriate surveys, assessments and costed design proposals in accordance with the Professional Services Scope of Service included in the tender documents.

The Scottish Police Authority (known as the “the Authority”) require a competent Contractor in place for Provision of Radio Masts Portfolio Marketing, Management and Maintenance Services. The Authority’s radio mast portfolio is situated throughout Scotland.

The service required to be undertaken by the Contractor is to ensure that vehicle recovery, storage and disposal is undertaken with speed, dignity, sensitivity and professionalism. The Contractor will provide a 24-hour, 365 days a year (366 in a leap year) ‘one call’ message switching system and subsequent recovery service. The Contractor will be responsible for providing suitable resources to achieve a fast, efficient recovery from the scene. Police Scotland will pass to the Contractor’s Call-Handler the essential details of any incident with location, vehicle(s) involved (including owner details) and the reason for the recovery. The Contractor will provide sufficient Recovery Operators to be able to attend the scene of a recovery anywhere in the Force area normally within 30 minutes in respect of light vehicle recovery and one hour for heavy vehicle recoveries of being notified unless there are exceptional circumstances causing a delay, e.g. severe weather conditions or geographical area. The Contractor shall ensure the appointed Recovery Operators carry out the requirements of the Scheme with due diligence and in a professional and workmanlike manner, carry out recovery and parking, using materials and workmanship which comply with the Contract Standard conditions of approval regulating the Scheme or as subsequently amended by the Police and in accordance with all statutory provisions, including all appropriate Acts of Parliament and Statutory Regulations. An undertaking is required that all vehicles recovered under the terms of the Contract will be contained in a secure compound or storage building at all times unless vehicles are required for examination in which case they will be required to be secured under cover.

ATV Purchase, Servicing, maintenance, repair and clothing/equipment Framework

The Scottish Police Authority has a requirement for the provision of Acquisitions, Disposals and Professional Property Services to support its operational and strategic objectives. The Authority wishes to appoint a suitably qualified and experienced Contractor to co-ordinate, manage and deliver these services in an efficient, timely and compliant manner. The appointed Contractor will be responsible for managing the end-to-end service delivery, providing professional advice, handling complex property matters, and ensuring value for money. These services will support effective asset management, minimise risk, and enable the Authority to make informed decisions in relation to the acquisition and disposal of property assets.

The Authority has a Multi-Supplier Framework in place for the Provision of Removals, Relocations, Disposal and Storage Services which is due to expire on the 31st January 2027. The Authority is required to re-tender this opportunity. This will be the 3rd generation Framework Agreement. The Authority requires a Contractor(s) to deliver a variety of removal, relocation disposal and storage services for business and domestic properties, these services include the following points but not limited to: - - Packing service of belongings (as and when requested by the Authority); - - Dismantling and re-assembling items of furniture (as and when requested by the Authority); - - Removal of business and domestic items, furniture and belongings from properties; - - Storage of business and domestic items, furniture belongings from properties; - - Delivery of business and domestic items, furniture belongings from properties; - - Disposal of business and domestic items, furniture belongings from properties.
