What tender response software does¶
Tender response software helps you answer the questions in a tender, RFP or Selection Questionnaire. At a minimum it stores your best past answers so you don't rewrite them. Modern tender response automation goes further: it reads the questions, drafts a first answer from your approved content, and routes it for review. The newest tools also find the tender and check whether you should bid at all.
Most tender automation software was built for private-sector RFPs and security questionnaires, where the same questions repeat. UK public tenders are different: quality questions are bespoke, weighted and scored against published criteria, and social value carries at least 10% of the evaluation in central government under PPN 002. That's why we weight UK public-sector fit heavily for SMEs.
How we evaluated tender response tools¶
- Answer quality: does the draft respond to the actual question and scoring criteria?
- Source control: does it draw only from your approved content and show where each claim came from?
- Workflow: assignment, review and approval for teams
- UK public-sector fit: Find a Tender and Contracts Finder coverage, SQ support, social value
- Time to first draft and ease of setup
- Price transparency

How to choose a tender response tool¶
- 1
Map your volume
Count responses per month and how many questions repeat.
- 2
Match the tender type
Repeat questionnaires suit library tools; bespoke UK public quality questions suit AI drafting against the marking scheme.
- 3
Gather your evidence
Case studies, policies, CVs, certificates and KPIs are what any tool drafts from.
- 4
Check AI governance
PPN 017 asks suppliers to be ready to disclose AI use; make sure outputs are reviewed and accurate.
- 5
Trial on a live bid
Compare draft quality and editing time on the same question.
Buyer's guide: getting value from tender response automation¶
Tender response automation saves the most time when your evidence is organised. Before you buy, collect your last three winning bids, your policies (quality, health and safety, environmental, equality, modern slavery), current certificates and three recent case studies with measurable results. Every tool performs better with this material, and you'll need it anyway for the Procurement Act's Central Digital Platform supplier information.
- Always edit AI drafts: evaluators score specifics, so replace general claims with your own figures.
- Answer the question in the order the marking scheme asks it.
- Keep a single source of truth for policies and certificates so no out-of-date document reaches a buyer.
- Record why each bid won or lost and feed the feedback into your library.
- Check the buyer's instructions on AI use and word limits before submission.
Library tools, generative AI and all-in-one platforms¶
| Approach | How it works | Strengths | Watch out for |
|---|---|---|---|
| Content library | Approved answers are stored, tagged and searched, then pasted and edited | Consistency, control and speed on repeat questions | Libraries go stale without an owner; bespoke questions still need writing |
| Generative AI drafting | AI writes a new answer to each question from your approved content | Handles bespoke quality questions; fast first drafts | Needs good source material and careful fact-checking |
| All-in-one tender platform | Finds tenders, scores fit and drafts responses in one place | One workflow from alert to Word export; suits SMEs | Less depth on enterprise workflow than dedicated RFP suites |
| Office add-in | Response tools that work inside Word or Outlook | Works where bid teams already write | Depends on your Microsoft set-up and licences |
Using tender response software on UK public-sector bids¶
A typical UK public tender under the Procurement Act 2023 has three parts, and response software helps differently with each. The selection stage uses a Procurement Specific Questionnaire alongside the information you hold on the Central Digital Platform. These pass/fail questions repeat across tenders, so a library or profile-based tool can fill most of them, provided your certificates, insurance and financial information are current. The quality stage asks bespoke, weighted questions scored against published criteria. Here, generative drafting that follows the question structure and pulls in your case studies saves the most time. The commercial stage, the pricing schedule, is usually a spreadsheet the buyer controls, and response tools rarely help beyond checking that your method and price tell the same story.
Setting up your content library¶
- Collect your last three to five submitted bids, especially winners and those with good feedback or assessment summaries.
- Split them into reusable blocks: company overview, quality management, health and safety, environmental management, social value, safeguarding, data protection, mobilisation, contract management.
- Add proof: case studies with measurable results, KPIs you can evidence, CVs of key staff and accreditations with expiry dates.
- Tag each block by sector, buyer type and date, and mark an owner who approves changes.
- Remove anything out of date, including old policies, expired certificates and staff who have left.
- Review the library every quarter, and after every bid add the best new answers and the evaluator feedback.
Questions to ask in a tender response software demo¶
Library answer versus custom-written answer: an example¶
How will you manage and report performance against the contract KPIs?
Our contract manager will report monthly against each of the eight KPIs in Schedule 3, using a dashboard shared with your contract lead five working days after month end. Any KPI below target triggers a corrective action plan agreed within ten working days. Quarterly reviews will cover trends, complaints and social value delivery. This is the reporting model we use on our current contract with a comparable council, where the client receives the same monthly dashboard.
Why it scores
- Uses the buyer's own KPI schedule
- Clear frequency, format and ownership
- Defined corrective action
- Evidence from a comparable contract
Illustrative example. The strong answer is the kind of tailoring any response tool's draft still needs.
Do you need tender response software at all?¶
If you submit one or two tenders a year, a well-organised folder of policies, case studies and past answers in Word may be enough. Tender response software earns its place when you bid every month or more, when several people contribute to each response, when deadlines keep colliding, or when you are turning down good opportunities because there is no time to write. For SMEs, the deciding question is usually cost per bid: a fixed-price tool with unlimited drafting becomes cheaper per response the more you bid, while per-seat enterprise tools make most sense for larger teams with high volumes.
- Can you draft an answer to one of our real, recent tender questions using only our content, and show where each claim came from?
- How does the tool handle word limits and multi-part questions?
- Does it support UK public-sector formats: Procurement Specific Questionnaire, quality questions, social value and Word export?
- Where is our data stored, who can access it and is it used to train models?
- How are users priced, and what does onboarding include?
- How do we keep a record of AI use in case a buyer asks, in line with PPN 017?
Common mistakes with tender response automation¶
- Submitting library answers without tailoring them to the buyer, the specification and the scoring guidance.
- Letting AI invent detail. Every figure, name and date must come from your own evidence.
- Buying an enterprise RFP platform for a small team that bids a few times a month.
- No library owner, so outdated policies and certificates reach buyers.
- Measuring success by speed alone. The real test is scores and win rate over time.

Is tender response software worth it for a small business?
It is worth it if you bid regularly or keep missing opportunities for lack of writing time. Choose a tool with published pricing and a free plan or trial, test it on a live tender and compare the time saved with the cost per bid.
What is the difference between RFP software and tender response software?
The terms overlap. RFP software usually refers to tools built for private-sector requests for proposal and security questionnaires, where questions repeat. Tender response software, as UK suppliers use the term, also needs to handle public-sector formats: selection questionnaires, bespoke weighted quality questions, social value and the rules of the Procurement Act 2023.
Will buyers know I used tender response software?
Not unless you tell them or the answers read as generic. Some public buyers ask suppliers to disclose AI use, in line with PPN 017, so read the instructions and answer honestly. Custom-written, evidenced answers score better whichever tool you use.

Frequently asked questions
- Tender response software helps you answer tender, RFP and questionnaire questions faster by reusing approved content and drafting answers with AI, with review workflows for teams.
- Tender response automation uses software to fill or draft answers automatically from a content library or your company profile, leaving people to review, adjust and approve.
- AI can produce a complete first draft, but you should always review it, add your own evidence and check accuracy. Buyers score specific, evidenced answers, and PPN 017 means you may be asked how AI was used.
- For UK public tenders, AI Tender Writer combines a tender feed, fit scoring and unlimited drafting on Pro at £149 a month. Compare it with Mytender.io and the library tools above before deciding.
- Tender automation software focuses on producing answers. Bid management software focuses on the process: pipeline, tasks, reviews and deadlines. Some tools do both.
- Most do. AI Tender Writer exports to Word, Qorus runs inside Microsoft Office, and library tools like Loopio and Responsive export to common formats.
- Many tools can pre-fill the repeatable parts of a selection questionnaire from your company profile or library. Under the Procurement Act 2023, much core information also sits on your Central Digital Platform record. Always check answers against the specific tender and make sure certificates and financial information are current.
- A profile-based tool can be useful within an hour if you upload your key documents. Library-based enterprise platforms often need a longer onboarding project to import, tag and approve content. Ask each vendor what set-up involves before you buy.
