The Ministry of Defence (the Authority) is exploring the market for a deployable capability that would allow users to handle information securely while operating at sea for extended periods, and to share information securely between deployed and shore-based users. Existing arrangements provide limited capacity at sea. The Authority is interested in solutions that are readily deployable through standardised freight transport (air, land and sea) and can be procured with an ongoing maintenance, training and in-service support solution package. The Authority is also interested in suppliers who could provide all or part of such a solution and supports collaborative working with other suppliers to jointly develop a solution, together with appetite and capability for development.  Areas of interest include secure marinised deployable or modular workspaces (e.g. containers), IT and communications integration, secure data transfer (including hardware and software), in-service support, and the design, demonstration and Secure by Design process for such a capability. This notice opens a staged engagement. Suppliers who register an interest and meet the access conditions below will receive a Request for Information marked OFFICIAL-SENSITIVE, followed by a clarification period and an industry day. The Authority will use responses to refine its requirement, its commercial strategy and its delivery plan before any competition. This notice is issued for preliminary market engagement only. It is not a call for competition, an invitation to tender or a commitment to procure. Participation is voluntary and at the supplier's own cost; responses are not scored. Any competition will be conducted under a separately published tender notice and will be open to all suppliers meeting its published conditions of participation, whether or not they took part in this engagement. The Authority anticipates a competitive flexible procedure under the Procurement Act 2023, subject to approval, and is considering whether a paid development stage may form part of that procedure.

The National Armaments Director Group, part of the Ministry of Defence, intends to award a contract for the design, manufacture, installation and assurance of a replacement Warship Electronic Chart Display and Information (WECDIS) Interface Unit (WIU) and Combat System Interface Unit (CSIU) (together the Interfaces) to OSI Maritime Ltd (OSI). The contract will be for a term of two years and have an estimated value of £15m (inc VAT). It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 (single supplier - technical reasons) applies. This is because the WIU and CSIU are required to interface with an upgraded WECDIS being procured from OSI (and which was the subject of a separate transparency notice 2025/S 000-074667 published on 18 November 2025 and both Interfaces need to be integrated into the wider architecture of systems currently installed on Royal Navy platforms, all of which are supplied, supported and assured by OSI. These include the Electronic Chart Precise Integrated Navigation System (EPCIS) and Warship Automatic Identification System (WAIS). Only OSI has the necessary intellectual property rights, technical drawings and expertise to design, manufacture, install and assure replacement Interfaces which are compatible with existing Royal Navy architecture. There are no reasonable alternatives. The current CSIU/WIU supplier has been approached to ensure continuity of supply, but the equipment support package which includes an update to the WIU/CSIU component, does not offer value for money and will therefore not be progressed. The Authority considered alternative procurement approaches prior to selecting the proposed route to market. Following assessment of the available options, OSI Maritime Ltd was identified as the only viable supplier capable of delivering the requirement whilst maintaining compatibility with the existing ECPINS, WECDIS and WAIS architecture and meeting the Authority's technical, operational and safety requirements.

The Authority has a potential requirement for a minimum of one (1) Modular A-Frame, associated equipment and in-service support. The A-Frame will form part of a Launch and Recovery (L&R) System, and will support UK Royal Navy’s (RN) operations, training activities, and assessment of suitability for wider application across RN vessels. More requirement detail can be found in the Request for Information (RFI), attached within the Opportunity Listing linked below. The Authority is considering a procurement that may also include provision for the purchase of additional quantities of A-Frames, associated equipment, spares, training, maintenance and other related goods and services. (EP0060) Replace the asbestos wall and roof cement cladding with corrugated galvanised steel sheeting, Episkopi, Cyprus The scope of works includes a range of structural alterations, demolition works and new installations throughout the building. The demolition and alteration works include the safe removal of asbestos-containing materials, including roof sheets, canopies, wall cladding and ceiling debris, which will be carried out by a licensed contractor. The project comprises the refurbishment and standardisation of the Emergency Water Storage (EWS) infrastructure at ten locations within the Episkopi area. The works include the removal and disposal of existing fibreglass and GRP sectional water storage tanks at eight locations, modification and extension of existing concrete bases where required, and the supply and installation of 25No new 20 m³ polyethylene (PE) water storage tanks complete with associated valves, pipework and mechanical fittings. Project CALLISTO Requirement: Affordable, single use engines for current and future air systems, munitions & One Way systems, to bridge the performance gap between hobbyist, model aircraft engines and higher performance, long-life & more exquisite engines. This phase will consist of design, development and ground testing (in appropriate engine test facilities) of Qty 4 prototype engines. The engines must be affordable and scalable. Any future scaled production requirement is not included under this competition, and if required shall be subject to a separate procurement. LOTS: This procurement is split into TWO Lots: LOT 1 CALLISTO LIGHT is for a smaller, less powerful engine (750N) LOT 2 CALLISTO HEAVY is for a more powerful engine, (1.8-2kN) Tenderers are able to bid for one or both lots.
