Forestry and Land Scotland (the Authority) looks after the national forests and land to enhance biodiversity, support tourism, and increase access to the green spaces that will help improve Scotland’s physical and mental health and well-being. The Authority also continues to provide vital timber supplies to support a sustainable rural economy. The Authority has a requirement for the provision of Environmental Surveys, as part of the process of managing the national forest estate. The surveys are utilised to make operational decisions which will impact of FLS’ mission ‘to look after Scotland’s forests and land, for the benefit of all, now and for the future’. Survey requirements include: - Ecological Surveys (animal, bird and plant species); - Ecological Surveys (habitat walkover survey); - Invasive Non-Native Species (INNS) Surveys (including Rhododendron); - Peatland Surveys (Depth Assessment, Condition Monitoring and Peatland Code); - Archaeological (walkover survey); and - Archaeological (measured survey).

Our priority is a nature-rich future for Scotland and an effective response to the climate emergency. Peatland ACTION funding - from Scottish Government - primarily supports on-the-ground peatland restoration activities and is open for applications from eligible land managers who have peatlands that would benefit from restoration. There are no geographical restrictions or target areas for Peatland ACTION funding. Peatlands are an iconic part of the Scottish landscape and have many benefits for people and nature. Healthy peatlands provide important ecosystem services including storing and sequestering carbon, supporting unique and specialised biodiversity, improving downstream water quality, and regulating water flow to provide natural flood management. In contrast, damage to peatlands reduces or reverses these benefits. For example, degraded peatlands release stored carbon and are a major global source of greenhouse gas emissions. Peatland ACTION is led and funded by Scottish Government and delivered in partnership with NatureScot, Cairngorms National Park Authority, Loch Lomond & the Trossachs National Park Authority, Forestry and Land Scotland, and Scottish Water. Since 2012, Peatland ACTION has set over 66,000 hectares of degraded peatland on the road to recovery, but this effort needs to accelerate rapidly in the coming years to help address the twin crises of the climate emergency and biodiversity loss. The appointed Field Ecologists will work with the Peatland ACTION Technical Team and Project Officers located across Scotland to help support species and ecological survey requirements for Peatland ACTION restoration sites.

FLS has established a Dynamic Purchasing System (DPS) for the provision of Invasive Vegetation Control (IVC) services across Scotland’s national forests and land, which commenced 8th September 2026. A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS. The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired. The scope of the DPS is primarily for establishment operations including but not limited to: - Cutting – power or hand tools. - Burning. - Stump Treatment. - Foliar application of pesticides. - Stem injection of woody material with sprayed pesticides or eco plugs. - Stem injection of herbaceous weeds. - Hand pulling of seedlings. - Steep ground/rope access work. - Non-chemical and non-cutting treatments (manual removal). - Chipping of cut material. - Traffic Management. - Manual Labour. Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 20 working days in individual cases), and if successful, will be admitted to the DPS thereafter.

The scope of the DPS is primarily for restoration operations including but not limited to: - Site Rewetting and Associated Services including peatland rewetting and hydrological restoration, hag and gully restoration, and mulching; - Specialised Peatland Harvesting including specialised tree removal for peatland restoration, mechanical mulching, and brash and timber management; - Supporting works including chainsaw works, temporary watercourse crossings, creation of access tracks, and supply and installation of associated materials. Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 20 working days in individual cases), and if successful, will be admitted to the DPS thereafter.

Forestry and Land Scotland (FLS) has a requirement for Bridge Inspections and consists of 6 Lots. The Client will be appointing a single Consultant to each Lot. The Lot structure is as follows: Lot 1 – Principal Inspection All Scotland Lot 2 – General Inspection North Scotland Lot 3 – General Inspection East Scotland Lot 4 – General Inspection West Scotland Lot 5 – General Inspection Central Scotland Lot 6 – General Inspection South Scotland Lot 1 (Principal Inspections) will be a national single Consultant Contract covering all 5 Scottish Regions within FLS. Appendix 1 provides a map of the lot geographical areas for Lots 2 to 6. The contract will be for a period of 36 months with the option to extend for a further 1 plus 1 plus 1 at 12 months per extension at FLS discretion. Lot Bidding Restrictions Maximum Number of Tenders - Bidders may submit a maximum of three (3) tenders in total across all lots 1-6. - Bidders may be awarded up to three (3) lots. - Submitting more than three tenders may result in exclusion from the procurement.

Forestry and Land Scotland (FLS) is seeking to establish a multi-supplier framework agreement for the provision of Harvesters and Forwarders services across its nationally managed forest estate.

Forestry and Land Scotland (the Authority) has an ongoing requirement to place a Framework Agreement with external Contractors for the provision of soil surveys across all of Scotland. The successful tenderer(s) will be required to: * Undertake standard surveys, including: - Carry out site/soil/peat depth surveys of afforested, clear felled, open hill and ex-agricultural land (please note that a very large proportion will be either afforested or clear-fell). * Undertake non-standard surveys, including but not limited to: - Bespoke type of soil survey e.g. peat depth probing; or - Assessment of newly acquired land including possibly reclaimed land such as old mine works. For each survey, the successful tenderer(s) will: - Record the site/soil patterns and associated specific data, using the FC soil classification; - Map Soil Polygons and associated linear and point data in a digital format; - Peat Depths ideally to be recorded in the Peat Depth layer via supplied digital layer (currently via ESRI Fieldmaps). Access to which plus any necessary training to use the app will be provided by FLS. - Deliver all data outputs from the survey, as specific digital GIS format directly into Foresterweb, together with associated attributes; and - Produce a written report for each survey site.
